How to tell if your cards are good
This partly depends on the number of players in the game. The general rule though states that you consider folding prior to the flop if you have two non-pair cards at your disposal and if they're both less than 10.
A more cautious player may fold if they have one card less than 10 but a more aggressive player will choose to stay in with it say for 8 and 9 of similar suit since those cards offer decent possibilities for straight and/or flush.
Should the big blind be sufficiently low, then it maybe good to pay in so that you see the flops, this is especially important if you don't have strong cards at your disposal. All said, do not abuse this exception because doing that could land you into trouble sooner than you can imagine.
Majority of Texas Hold'Em strategies are usually based on the cards at hand. This means you must be patient enough to withstand the agony of poor hands 2-6, 5-8, 4-9. A good hand will eventually come and you'll be at a better position to grab the advantage of them if you preserve your chips.
